Deletes a block. A block that is used in templates can't be deleted: the response lists those templates.
Only the tenant that created a block can delete it. Deleting a block that doesn't exist also returns 204.

The X-API-KEY header is missing or the API key is not valid.
The API key doesn't have the admin role, or the tenant isn't allowed to change this block.
