Update Smart Campaign Preferences

Updates smart-campaign topic preferences for a customer within the specified brand group. Unlike channel Update Preferences, this is a partial update: only topics present in the request body are written, and other smart-campaign topics keep their previous stored values. Each topicId must reference a Hide from UI topic in the given brand group.
